Serpens Center for International Security (SCIS) is an independent Ukrainian defense and security think tank.

Our mission is to strengthen how Ukraine and its allies think about, build, and sustain their defense, and to shape the new security alliances the 21st century demands.

Through both official memoranda and our informal relationships across Ukraine’s military and defense forces, every paper and program we produce is built alongside our partners in uniform.

We are headquartered in Kyiv. Also in Los Angeles.
